incorrect timestamp format in changelog prevents ceilometer plugin debian packages from building

An incorrectly formatted time entry in the contrail-packages repo at tools/packages/debian/ceilometer-plugin-contrail/debian/changelog causes the ceilometer debian packages to fail with the following error:
