Bug Description
Vrouter agent sends short lease with invalid subnet, /32.
W.r.t current implementation, Vrouter agent will send a short lease (temporary lease) till vrouter agent gets relevant configuration. During the period, Subnet details are unknown so vrouter responds with invalid subnet, /32. Client(eg: vSRX or any third party VNF) validates the response and rejects the configurations.
If DHCP req retries count expires before vRouter agent receives the configuration, the instantiated VNF will stay without an IP.
