SYMC: RPF Violation post vrouter-agent restart

Post vrouter-agent restarts, the L3 and L2 routes to a name space are pointing to two different tunnel endpoints, resulting in the traffic being discarded due to RPF check

Core dump taken and shared w/contrail from all three vrouters (prim/backup vips) and a pool member

A similar problem was hit on one of the local setup.
In case of LBaaS both active and backup instances interfaces share same
mac and IP. In the problematic scenario active VM and backup VM had different
mac address.

This happened because agent received a change on mac address which is not supported.
SVC mon has to ensure that mac address doesn't change.
