Bug Description
Contrail-controller master currently comes with a tor-agent.conf configuration file for the ToR agent. However, that file is not installed -- the only component that is installed is the agent itself.

A TOR Agent is started when a new TOR is to be managed. The conf file for it is created while provisioning it.
