Bug Description
We faced this issue where some user forcefully created LBaaS VIP on the default gateway. This broke vDNS for all the members on that network because the all the vDNS requests started getting directed to LBaaS.
We should internally avoid this by making sure user cannot create any LBaaS obstructs on default gw IP.
