contrail neutron plugin version R1.10

If there is any exception/failure in config api server and when it returns 500 error code, there is KeyError exception in contrail neutron plugin. This issue is seen in R1.10 version of contrail neutron plugin.
The issue is because the dictionary CONTRAIL_
