R1.10 vrouter agent is leaking log files

Bug Description

With R1.10 branch of contrail controller, the vrouter-agent's usage of RollingFileAppender is not functioning properly. Even with the configuration setting of DEFAULT.log_files_count = 10 and DEFAULT.log_file_size=1M, the log file are not rotated when the count reaches 10 and the size of each log file is 200K only.
