Bug Description

[SVC monitor] Fix some issues with the SNAT

- VMI object referenced before initialized
- Introspect of service instance does not show scheduled vrouter
- Introspect of service instance does not list stanby VM
- Service instance UVE update does list standby VM

Finally the patch https://github.com/Juniper/contrail-controller/commit/a5ec251e56a0aa9d8ff234b4f688bb39d8da42d2 fix lot of issues in that bug.
