Bug Description

Hi Team,

I would like to report an issue with Service Chain which breaks after a cluster reboot.

Contrail SW: 1.05 Build 211

How to reproduce it:
Create a Service chain between Left & Right VN using Contrail Policy and also make following changes in "/etc/nova/nova.conf" to resume the state of active VMs after the reboot.

start_guests_on_host_boot=true
resume_guests_state_on_host_boot=true

After reboot all VMs came up with status "Active" but lost leak routes (right VN through service chain) on the MX-GW side, to get connectivity to Right VN VMs we have to reapply the policy to make it work. That proves the Service Chain configuration is not taking effect after the reboot and required manual config changes to make it work.

Service Chain:

  MX-GW -------------------Left VN --------------- DDoS ------------------ Right VN (SC did not work after single reboot)
