Bug Description
If the system from where a packet arrives in the compute is ECMP, and if it is not the expected source (i.e, not the same as the system to which the forward flow was sent), to resolve the change, packet is trapped to agent (for whatever processing agent has to do) without being forwarded. This behavior has to change to trap + forward
