Not able to login to the VM if subnet is created with CIDR 10.0.00.0/24

Bug Description

Below are the steps
1.Create a subnet for a network with the below CIDR
neutron subnet-create private 10.0.00.0/24

2. Boot a VM with the 'private' network

3. Try to login to the VM using the link address 169.254.0.*. 'ssh' to the VM hangs
 ssh cirros@169.254.0.5

I am able to login to the VM if the CIDR is 10.0.0.0/24

Sachin - this bug is handled in contrail-neutron-plugin (both master and R1.06). But do you think it is also required to be addressed in contrail-controller ?
