Bug Description

When I set a new route table apply to a virtual network, the new routes does not apply.

In fact the fix https://github.com/Juniper/contrail-controller/pull/689 added with bug https://bugs.launchpad.net/opencontrail/+bug/1313544 introduced that bug.

I propose to revert it.
