name attribute shouldn't used as identifier

Bug Description
name attribute's in neutron are used as an identifier in fq name.
However, name attribute in neutron is just a label, and we can use same name for multiple resources.
During debug, I tried to create/delete same resource names, and sometimes it won't work.
We should use id instead of name attribute.
