Bug Description
When an occi client request the list of networks, the following error is reported:
Returning 406 to user: The server could not comply with
the request since it is either malformed or otherwise incorrect.
I am using OpenStack Pike, for all OpenStack components and OOI v1.2.

Set correctly request parameters for the list_resources request
The Neutron API requires that the content_type and accept headers
are correcty set in the request. This commit permit to fix this
issue.
It has been successfully tested with Tox.
