os_tpl and resource_tpl mixins are missing `applies`

Bug Description

All generated mixins depending on os_tpl and resource_tpl need to have `applies` attribute specifying that they are applicable to kind compute (by identifier).

In general, this information should be provided on every mixin that is applicable to instances.
