The "neutron_ooi_endpoint" should be moved away from api-paste.ini into the nova.conf configuration file.

    Move neutron_ooi_endpoint to nova.conf

    We move the neutron_ooi_endpoint configuration to nova.conf
    instead of api-paste.ini.
