Bug Description
Hover click cant be activated on ubuntu 21.10
i launch onboard in a terminal and when
i try to activate Hover click, i see the following error :
(mousetweaks:2139) : CRITICAL ** 11:06:12:270 : Not running in X11 environment. Aborting
same problem in ubuntu mate 21.10 (with mousetweaks installed) and ubuntu 22.04 beta
I have physical disability

I had a similar issue. I could activate 'Hover click' but it was flaky then would stop working. This was when I upgraded from Ubuntu Impish 21.10 to Jammy 22.04.
'Hover Click' was working fine for me in Impish but not in Jammy. I found switching from Wayland to Xorg got 'Hover click' working for me on Jammy.
I don't know whether I was on Xorg or Wayland on Impish but that's what I would suggest you try out.
I initially looked for solutions online and found this bug. I felt my situation was slightly different, so I decided to ask my own question. That question is now solved with an answer giving more details on switching from Wayland to Xorg that may hopefully work in your case:

Alternatively, see if upgrading to Jammy 22.04 and then using Xorg gets 'Hover Click' working.
