Onboard/IconPalette.py has wrong python interpreter version

Bug Description

Hi, I'm packaging Onboard for Fedora Project and I've noticed that IconPallete.py file uses "/usr/bin/env python" which defaults to python2.

Patch in the attachment.

Please let me know if this is intended. :)

Thanks for noticing this. Actually, that shebang wasn't really needed at all. I just removed it.

There where a few tools that still required python 2. I converted those too. I believe everything is pure Python 3 now.
