[GCE] Delete instance on GCE fails with timeout

Bug Description

GCE instance delete operation fails sometimes as it may take more than 60 sec. sometimes for delete instance.

Default timeout for wait_for_operation is 60 sec, which is not sufficient for instance delete operation.
