if the MP is ready to land, with the exception of commit message being set, it should alert the developer of the situation

Bug Description
So, I put a MP in "approved", but forget to set the "commit message" properly.
Today: the MP is ignored
What I'd like to happen: I receive a mail saying "you have a MP in approved but with no commit message."
