Bug Description
Notifications have been disabled for private projects because they're currently sent by the master, which has no easy way of determining whether a subscribed user is now allowed to see that project.
We need to re-enable them for private projects, but for that we need to ensure they're only sent for users who are allowed to see the project the notification is about.
