Bug Description

* The Elan fingerprint (04f3:0c4b) could not be used, cause it needs MOH Proprietary driver package.
OEM project needs install the Elan fingerprint (04f3:0c4b) packages when doing release.

[ Test Plan ]

 * Need a laptop with ELAN fingerprint. From the lsusb, you could check if it's 04f3:0c4b.
Bus 003 Device 003: ID 04f3:0c4b Elan Microelectronics Corp. ELAN:Fingerprint

 * In Settings, Enable the 'Fingerprint Login' in 'Users' page, and scan a new finger.

 * Reboot or logout, then use fingerprint to login.

[ Where problems could occur ]

 * On some ThinkPad configs with 04f3:0c4b, the fingerprint could not be used.

[ Other Info ]

 * ELAN provided the MOH Proprietary driver, a .so file, and I've packed the testing package libfprint-2-tod1-elan, it works fine in my testing.

On Thinkbook14-gen4-1, the ELAN fingerprinters works fine.

$ sudo add-apt-repository ppa:libfprint-tod1-group/ppa
$ sudo apt update
$ ubuntu-driver list
libfprint-2-tod1-elan
$ sudo apt install libfprint-2-tod1-elan
or start 'Software & Updates', click 'Additional Drivers', and select 'ELAN' item and click 'Apply Changes'
$ software-properties-gtk

OS: 22.04
Kernel: 5.17.0-1031-oem, 6.1.0-1012-oem

On E14 Gen 4, the ELAN fingerprinters works fine on ubuntu 20.04.6.
