ubuntu-drivers install nvidia driver will be on-demand but installation from software-properties is performance mode

Bug Description

[steps to reproduce]
1. Find a nvidia card which supports RTD3
2. Plug this card in a desktop
3. Install Ubuntu 20.04 focal on this desktop and connect to a monitor from dgpu
4. Select "Install third-party software for graphics and WiFi hardware and additional media formats"
5. After installation and boot into OS
6. $ prime-select query
   nvidia
7. Remove nvidia driver
8. $ ubuntu-drivers install
   $ prime-select query
   on-demand

In addition to use software-properties after installing stock ubuntu, selecting nvidia-driver-470 is also performance mode.

For installing from software-properties, it's using dkms instead of pre-signed driver.
