Bug Description

there's a way to do FDE by the recovery usb disk. But the wording is confusing and there's a patch on upstream need to be backported to the version that preloaded bionic is using.

This was added upstream in https://github.com/dell/dell-recovery/commit/af4414fc1af94487f13df0b43a0125a1beab3ab7 and backported to bionic branch here:
https://github.com/dell/dell-recovery/commit/53f2cdd7d2be20fec90ac2702b0423eca242e222

Master's focus has moved to 20.04 images, so please can you sync a PR for all commits to bionic branch if any are missing but carried in OEM image?
