to cover the case like this issue https://bugs.launchpad.net/ubuntu/+source/bolt/+bug/1844650
that user 1st thunderbolt device pluging in happens in power off mode.

option 1, modify existing job, forget thunderbolt device (docking) as a first step of the job

option 2, add a new job to forget thunderbolt device (docking) automatically, and existing job depend on the new job
