xc5000 firmware failing to allow control on OTA tuner

Bug Description
Hauppauge wintv-hvr-950q USB TV is unable to scan frequencies using various linuxtv scan tools.
When scanning is attempted on a frequency the console outputs:
xc5000: Upload failed. rc -2
card is visible to lsusb:

It appears the firmware is missing. After creating the /lib/firmware directory and adding dvb-fe- xc5000- 1.6.114. fw the tuner began to work. This should probably be included by default.
