Bug Description
Using Linux focal-minimal 5.4.0-odroid-arm64 #1 SMP PREEMPT Ubuntu 5.4.33-
On reboot ODROID-C4 hangs. Only remedy is to pull power and start a fresh boot. Output of UART debug terminal shows loop search for EMMC, NAND, SD, USB. Output from issue of reboot command below.

UPDATE: This also is the case with the ODROID-C4 image for Ubuntu Server 20.04 LTS, but does not seem to be the case with their Ubuntu Mate 20.04 LTS image.
