Bug Description
In octavia-dashboard master (6c9d092c298e5f
After creating a TCP listener on port 80, a user cannot create a UDP listener on the same port in the dashboard.
The field is marked as error with the following text: "The port must be unique among all listeners attached to this load balancer."
The dashboard should allow UDP/SCTP/TCP(or TCP-based protocols) listeners on the same ports.
