lb_network_ip should choose only ACTIVE ports

Bug Description
For some reason i run into an issue where the master octavia VM created by nova obtains multiple ips from the lb-mgmt-net, in order to at least be able to spawn balancers and the rest_api_driver be able to configure, if the def _translate_amphora on the nova_driver.py focus only on the ACTIVE port on that net, that will fix at least the provisioning issue.
Talking with xgerman, sounds logical to improve this function to focus only on ACTIVE neutron ports
