Octavia v2 API needs to update the return content on PUT

Bug Description
When the user does a PUT call, the returned results are updated for fields that are simple database updates.
We need to decide if octavia should do this as well or stick to the async "PENDING_UPDATE" behavior that requires a followup GET for the new values.

We decided in the weekly IRC meeting to leave this as-is with the data being out of date but provisioning status = "PENDING_UPDATE", once the status goes back to "ACTIVE" the data will be updated.
