Bug Description
As per the latest changes in diskimage-builder, the content on bin directory has changed
total 20
drwxr-xr-x 2 stack stack 4096 Mar 24 09:11 ./
drwxr-xr-x 8 stack stack 4096 Mar 24 13:59 ../
-rwxr-xr-x 1 stack stack 8730 Mar 24 09:11 dib-lint*
It has broken the diskimage-create utility of octavia.
Getting this error while running devstack
disk-image-create: command not found

What version of Octavia are you attempting to use? We are aware that the DIB project made these breaking changes and have updated the requirements.txt to pull in the new diskimage-builder module.
What version of python are you using?
