Bug Description
To maintain compatibility with neutron lbaas, we need to move the legacy namespace haproxy driver to Octavia. This requires the following steps:
1. Moving the agent over and remove the neutron dependencies as appropriate.
2. Adding an Octavia API handler for the legacy namespace driver.
3. Providing migration documentation and/or scripts (this may overlap with the upgrade scripts and documentation). This includes migrating existing load balancers running under the neutron-lbaas agent to the new octavia agents.
This bug is a capstone and these tasks may be broken out into additional bugs. Please tag them all with "ns-agent"
