Scenario tests fail when running on master of tempest

Running scenario automation neutron-lbaas tests fails on "AttributeError: 'TestHealthMonitorBasic' object has no attribute 'tenant_id'" when running on master of neutron-lbaas and master of tempest.

Today in the gate of neutron-lbaas the tagged version (13.0.0) is used.
From 13.0.0 to master the tempest code was changed, so if running with master the tests fail.
If tag will increase I guess all the tests running in neutron-lbaas gate will fail too.
