Bug Description
We don't have any L7 scenario tests for L7 functionality. This has bitten us recently, as L7 policy creation has been broken for a while using the neutron-lbaas front-end and CLI. The neutron-lbaas octavia driver presently has an error in its L7 policy create method, which would have been caught by scenario testing.
