Octavia specific configuration in oslo_messaging namespace

Bug Description
Not a very serious bug - but confusing. Putting event_stream_topic and simply 'topic' in a configuration group named 'oslo_messaging' implies that these values are for configuring oslo.messaging. While ultimately this is configuration value is used when creating oslo.messaging objects, the configuration properties themselves do not seem to appear in oslo.messaging.
Putting configuration in a different group would be less misleading.
