Octavia: Create load balancer via neturon-lbaas takes a long time

1. Create load balancer
2. Wait

Result: Load balancer stays in PENDING_CREATE status indefinitely.
Expected: Load balancer should be ACTIVE within a relatively short period of time < 10 mins (as test timeouts at that time).

    Fix keystone auth url in devstack plugin

    Currently the keystone auth uri will be set like:
    auth_uri = http://127.0.0.1:35357/v3/v2.0
    Obviously this is incorrect. Attempting to fix this somewhat sanely.
