Users should be able to specify loadbalancer topology

Bug Description

Currently, users are not able to specify topology of load balancer as needed, it's decided by deployer at the time of deployment. This is not flexible especially when we support active-active topology in future. Different topology servers different SLA, it should be up to the users that decide which one to use for charging them.

I agree. We have intended the flavors to allow topology selection. I would really like to see the flavor metadata implemented and Octavia updated to support flavor definition that supports a mixed environment with HW drivers and the Octavia driver with both topology supported.
