Bug Description

Reproduced bug:
1.created a pool in lbaas
2.add member to pool
3.associate monitor and add vip to pool
4.now i am able to associate one health monitor to two different pool.
5.pool and health monitor should have one to one mapping.

According to your commit,you used lbaasv1.In lbaasv1,healthmonitor can be associated to different pools,and one pool can have more than one healthmonitor.But in lbaasv2,.pool and health monitor are 1:1.So this is really a bug?

LBaaSv1 has been removed from the OpenStack code. The Mitaka release was the last OpenStack release to include LBaaSv1 code and it has now gone EOL. Marking this Won't Fix in Octavia.
