Octavia amphora-agent doesn't work with werkzeug 0.11

Bug Description

It looks like werkzeug is wrapping the SSL context twice when reload is enabled.

The error for Octavia users is that their LB remains PENDING while nova boots up ok -- the amphora can't also be contacted directly with curl.

Reason: so Werkzeug 11.2 got release today which doesn't have that issue any longer... hence I am abandoning the change. Make sure to get 11.2 in the amphora though

Werkzeug released it's 0.11.2 version which includes a fix to our problem. So that issue is no longer be seen in the latest version.
