Bug Description

This network driver is designed to work with containers in specific
implementations. Eventually it can be used with VMs as a single active node
topology, but the flows calling it would require some changes.

This network driver takes care of scenarios where hot plugging is not available. Some differences are when adding members or configurations that update the backend configurations a new amphora is created.

This (spec) bug deserves more detail otherwise it's impossible to review the associated implementation
