Octavia should give better error for health_manager controller IP missing

Bug Description

If the users specifies the REST driver but does not set the controller_ip_port_list setting they get a NoneType error.
We should give them a better error message.

    Default controller_ip_port_list option to empty

    Also, change a mutable default in the ComputeCreate method.
