Agent is unable to get monitor serial number

Bug Description
In our enviroment agent fails to get serial numbers from d-sub connected monitors.
In log I see:
SetupAPI Connect: Trying to connect to SetupAPI on device <Localhost>...OK.
SetupAPI: Enumerating DISPLAY devices...

I've also checked with edid readers and they are able to read monitor's serial number.
