CPU Speed fails to report when a CPU socket isn't used

Bug Description

Hi.

I have an issue when a server has multiple CPU socket available but only uses one (which is a common situation).

It's an HP ProLiant DL160 Gen8 running under Debian 7.0 "Wheezy".

I attached the output of the "dmidecode -t processor" command which show the status "unpopulated" of the second socket.

I run Ocsinventory unified agent for UNIX, Linux and MacOSX (2.1).

I patched it following the arch and the dumper bugs and it's still not working.
