[l10n_nl] [6.1, 7.0] Tax report order is random: tax code sequences missing

Bug Description
From 6.1 on, tax codes appear on the tax report in order of the 'sequence' field. The tax codes in l10n_nl do not have a sequence assigned from the chart of accounts template, so the order in which the tax codes are displayed is random.
