indent-tabs-mode does not work for PHP code

indent-tabs-mode does not appear to work in the latest version of nXhtml. Setting the indent-tabs-mode variable to nil, which should cause spaces to be used to indent, has no effect--tabs are still used to indent the code. I am using the current bzr version of nXhtml and the development version of emacs of 2011-06-22. indent-tabs-mode worked in nXhtml 2.08, but that version does not work with recent emacs versions.
