Bug Description
The file htmlfontify.el is missing from the utils/ directory in the nXhtml 2.08 distribution. I discovered this while switching from version 1.58 (bundled with the latest EmacsW32 build). Copying the file from 1.58 appears to fix the problem (so far, anyway).

Hi Don, thanks for reporting this.
I have removed htmlfontify.el from nXhtm since it is now included in the latest released Emacs, but I have forgot to tell about this. I have added a note about that now. (You can get it from Emacs repository.)
