Bug Description

[Summary]
While used Intel gfx card, nvidia driver is loaded sometimes. The Nvidia card continues to try to handle graphics tasks.

[Steps to reproduce]
1. Install 18.04.2 on Lenovo T490.
2. $sudo apt-get update
3. $sudo apt-get install nvidia-driver-390
4. Reboot system after step 3 is finished
5. select the Intel gfx card to use via prime-select
6. Reboot system again
7. Check nvidia driver is loaded or not

[Expected result]
Nvidia driver should not be loaded and handle some graphic tasks.

[Actual result]
Nvidia driver loading and handle some gfx tasks.

Test platform: ThinkPad T490
Test image: Stock Ubuntu 18.04.2
Nvidia driver: NV390
NVidia card: Nvidia GP108M [GeForce MX250]

Verify the issue on Padme-5 (X1 Extreme)

2. $sudo apt-get update
3. $sudo apt-get install nvidia-driver-390
4. Reboot system after step 3 is finished
5. select the Intel gfx card to use.
6. Reboot system again
7. Check nvidia driver is loaded or not

[Expected result]
Nvidia driver should not be loaded and handle some graphic tasks.

[Actual result]
The same as expected result. The issue can not reproduce

[Note]
Run the repro steps 10 time, every time executed smoothly, can not reproduce the issue anymore.

@Alex Wen, I want to make sure I understand the failure rate correctly. Did you reboot 10 times, and you found nvidia kernel module was loaded in 3 times?

@Anthony, I did 3 time testing, it reproduced at the third time.

From the attached syslog, there are many times that nvidia was loaded and only one time that nouveau was loaded.
