It can not use nvidia-settings to switch from the power saving mode to the performance mode

Bug Description

I try to use nvidia-settings 410.73-0ubuntu0~gpu18.04.1 in ppa:graphics-drivers/ppa to switch from the power saving mode to the performance mode on Ubuntu 18.04.
But it failed.

$ nvidia-settings

ERROR: NVIDIA driver is not loaded

ERROR: Unable to load info from any available system
</LOG>

However `prime-select nvidia` still works fine and there is no such issue by nvidia-settings 390.77-0ubuntu0.18.04.1 in bionic-updates.

set to high as the bug only happen to package in ppa (not in update channel).
