Bug Description
I try to use nvidia-settings 410.73-
But it failed.

$ nvidia-settings
ERROR: NVIDIA driver is not loaded
ERROR: Unable to load info from any available system
</LOG>
However `prime-select nvidia` still works fine and there is no such issue by nvidia-settings 390.77-

set to high as the bug only happen to package in ppa (not in update channel).
