cannot install driver without xorg

Bug Description
I'd like to be able to install the NVidia driver on Ubuntu server via
the Ubuntu packages so I can run CUDA apps, without also installing
X. There doesn't seem to be a way to do this at the moment,
installing e.g, nvidia-346-updates also installs a huge amount of X
and Gnome packages, which are not needed.
