If it helps anyone else I was able to download the package from http://pkgs.org/ubuntu-14.04/ubuntu-updates-main-i386/tzdata-java_2015f-0ubuntu0.14.04_all.deb/download/ and manually install as a work around.

 factory reset Smallrt x2 4x and using the boot.log from firmware as cookbook to fix errors:

1) "_bionic_open_tzdata" missing
